Note that this and many other late-design gas-discharge voltage regulators have multiple anode and cathode connections. It is intended that the ballasted input and the regulated output are taken from separate pins (typically pin 1 in, pin 5 out), so that the circuit receiving the regulated supply is disconnected (i.e., protected from over-voltage) when the regulator tube is removed.
